Hoist Intl Formatter Creation
Don't create Intl.DateTimeFormat, Intl.NumberFormat, or
Intl.RelativeTimeFormat inside render or loops. These are expensive to
instantiate. Hoist to module scope when the locale/options are static.
Incorrect (new formatter every render):
