docs: update PRD statuses, manifest, and scratchpad for MS16+MS17

Browse Source 
All FR-008 through FR-015 marked COMPLETE with PR references.
Manifest updated with S2 session. Scratchpad includes full execution
summary with all 14 merged PRs and resolved open questions.
