fix(CQ-ORCH-4): Fix AbortController timeout cleanup using try-finally

Move clearTimeout() to finally blocks in both checkQuality() and
isHealthy() methods to ensure timer cleanup even when errors occur.
This prevents timer leaks on failed requests.
