Implement mechanical quality gates (non-AI).

Acceptance Criteria

  • TypeScript type checking
  • ESLint linting
  • Test execution (vitest)
  • Coverage check (>= 85%)
  • Build check (tsup)

  • Blocked by: #ORCH-114

Technical Notes

Mechanical gates are deterministic (no AI). Run via coordinator.
