Integrate orchestrator into docker-compose.yml.

Acceptance Criteria

  • orchestrator service in docker-compose.yml
  • Depends on: valkey, coordinator
  • Environment variables set
  • Volume mounts configured
  • Health check configured
  • Port 3001 exposed

  • Blocked by: #ORCH-103
