Add orchestrator service to docker-compose.yml.

✅ COMPLETED - See: docs/scratchpads/orch-103-docker.md

Acceptance Criteria:

  • Orchestrator service added to both compose files
  • Dependencies: valkey, coordinator
  • Environment variables configured
  • Volume mounts for Docker socket and git workspace
  • Health check configured
  • Port 3001/3002 exposed
