Update TurboRepo configuration to include orchestrator.

✅ COMPLETED - See: docs/scratchpads/orch-104-pipeline.md

Acceptance Criteria:

  • turbo.json handles orchestrator correctly
  • Build order verified: packages → orchestrator → api → web
  • Root package.json scripts updated
  • pnpm build works for orchestrator
  • pnpm dev runs orchestrator in watch mode
