Summary

This PR implements 4 out of 6 P2 reliability improvements for the federation system as part of M7.1 Remediation Sprint (issues #291-#296).

Tests follow TDD approach (tests written first)
Connection service: 28 passing tests
Retry utility: 12 passing tests
Capabilities DTO: 5 passing tests

Migration Notes

No database migrations required. All changes are backwards compatible with existing connections.

Next Steps

The remaining 2 issues (#294, #296) require additional dependencies and complexity:

Circuit breaker likely needs opossum library
Health checks require background job scheduling

These will be completed in a follow-up PR.
