docs: mark MS16+MS17 milestone complete — all tasks done, deployed 30c653edba 
15/15 tasks complete. All page routes verified (HTTP 200).
404 page renders. Auth OIDC flow operational. CI pipeline #585 green.
PRD milestone status → COMPLETE. Mission status → completed.
