Phase 3: Federation Protocol

Implement push notifications from spoke to master:

  • EVENT subscription negotiation
  • Event delivery (WebSocket or webhook)
  • Event filtering and throttling
  • Delivery guarantees (at-least-once)

Deliverables

  • Event subscription API
  • WebSocket event delivery
  • Webhook fallback delivery
  • Event queue with retry
  • Subscription management UI
