Edge Case - Exactly 50% (ACCEPTED) ✅ **Scenario:** Issue with exactly 100K token estimate for sonnet **Expected:** Accepted (exactly at threshold, not exceeding) **Result:** ✅ PASS - Issue accepted at boundary condition ### 4.
