- Create PredictionService for pre-task cost/token estimates
- Refresh common predictions on startup
- Integrate predictions into LLM telemetry tracker
- Add GET /api/telemetry/estimate endpoint
- Graceful degradation when no prediction data available
- Add unit tests for prediction service
