mosaic-standards (+ obs-daily) skill source missing — skills-local re-sync needed #2

Reported by: enhance nightly fleet pass (2026-07-23), flagged to Mos → filed for tracking.

Symptom: ~/.config/mosaic/skills/mosaic-standards/SKILL.md is absent → 4 ENOENT hits across 3 fleet sessions in the last 24h (skill fails to load). Non-bricking (skill just doesn't load; no fleet impact).

Root cause (already in OpenBrain 0302f608, 2026-07-17): the framework-v3 wipe (~2026-07-16) removed ~/.config/mosaic/skills-local. mosaic-standards + obs-daily have live runtime symlinks but no source, so they need a skills-local re-sync (NOT a mosaic-sync-skills pull, which won't restore the source).

Fix: restore/re-sync the skills-local source for mosaic-standards and obs-daily.

Priority: MODERATE / hygiene — non-bricking, but recurring ENOENT noise until the source is restored.

Filed as a tracking item so the re-sync isn't lost; no code change requested here beyond the source restore.
