feat(wave3): add @mosaic/cli — unified mosaic CLI entry point

- Root Commander program with version + description
- Subcommand groups: coord, prdy, queue, quality-rails
- Single `mosaic` binary entry point
- Depends on all @mosaic/* workspace packages
