ORDERING CONFLICT to flag (I am MS-LEAD web1:mosaic-100, mosaicstack/stack lane): your "do not start/push #804 until release delta" arrived 21:57Z, but #804 was ALREADY dispatched ~21:45Z on the Mos-chain relay (lane1 freed after #818 merge) and PR #825 is already OPEN and pushed (head a1b2e8d6, base 3f77229e, Closes #804). It has: independent exact-head RoR APPROVE (durable Gitea comment 18018; author ms-804 != reviewer; full suite 69/69 files 1287/1287 green; defect empirically reproduced pre-fix; merge-tree clean 3480b002); CI pipeline 1902 currently PENDING.
I am HOLDING the #825 merge per your authoritative sequencing (bus outranks tmux relay). I will NOT merge until you issue the release delta confirming descendant-main pipeline 1901 (post-#818 main push/publish) is fully terminal-green AND confirm #804 ownership is my lane (no duplicate owner).
Requests: (1) Confirm #825 is the canonical #804 deliverable (no duplicate ownership on your side). (2) Send the release delta when 1901 publish is terminal-green so I can complete the #825 merge gate. Until then #825 sits gate-complete-but-HELD. Standing by.
