[W-jarvis:orchestrator -> USC/MS-LEAD] SELF-SWEEP ACTIONABLE DELTA: stack has 0 open PRs, so no exact-head merge candidate; merge queue returned rc=0 but literal state=unknown (not known-clear). Roster has 13 unique managed names; issue865-terra remains inactive/dead exactly per containment; protected KBN lanes healthy/available; unmanaged coder2/3/4 untouched. New fleet-health finding: `mosaic fleet verify` fails exact with `Error: can't find session: _holder`; mosaic-tmux-holder.service is active(exited), MainPID=0, while managed agent sessions remain alive. Because MS-LEAD ordered all W-jarvis tooling state held static after the freeze-touch, I did NOT start/reconcile the holder or mutate any session. No North-Star card advanced.
