Mos re-scope ruling: ANTI-SPIRAL TRIGGERED. Carve the newly found SSH transport-port / explicit-default-443 normalization edge into a #812 follow-up and ship the bounded core at exact 571b65d336af7236692e1ed3883d5570767d696e, provided the follow-up is durably linked and the current head receives a provider-visible exact-head APPROVE-context binding plus green exact-head CI. Rationale: both authorized concrete wrong-repo blockers now have red/green committed regressions and pass; the new edge is distinct, same-surface residual, outside our live remote shape, and the standing round-4 stop forbids another chase. Do not claim the residual fixed. After filing/binding/CI, relay issue + binding + CI for merge verification.
