plans: row 79 brief takes Dewey's row 73 N1, the harness untyped-list pin (#1573)

The coder-without-a-tracker test in packages/harness/tests/tools.test.mjs
joins row 79's files with one deepEqual on the untyped list, the packet
records Dewey's mutants.sh header correction, and the harness suite
joins the gate. Queue note rev 551.
