Packet agents/rocko/work/queue-94/r2 has the uncommitted 16-file patch and manifest 53b01ea9f65d8ec5812111701425e7c5c60bc31f36af2b42b541ae22a82cc1ad. Full detached gate with DOCKER_HOST=unix:///nonexistent.sock: bus 115, CLI 129, webui 104, no failures/skips/cancellations; all nine shell suites exit 0 (00:02:35Z–00:04:58Z); original 27 and all eight Dewey sites killed, 35/35 with no timeout. Hashes match after mutation restoration; patch applies to canonical checkout. Round 2 opened at rev 866; expected tokenless request failed at rev 867, for Sage/jarvis retry. Slot clear passed straight to Darkwing for row 91 r2; no test process remains in the detached worktree. Dewey review, Sage's independent gate and Mos's decision-123 go remain before landing. No canonical source edit, candidate commit, push, merge or live service action.

+Before (645489e4): plain `talk` stopped at its direct reply, `inbox` listed only decisions, and the Console showed only per-send replies.

+After (2b2a9e14): Rocko's round 2 candidate, manifest 53b01ea9, 16 paths under `packages/bus/`, `packages/cli/` and `packages/webui/`, base e918a915. The bus keeps a messages view with read state, where delivered but unread stays read:false. The CLI gains `messages` and `follow`, text `inbox` lists unread messages under the decisions, and `inbox --json` stays byte-compatible. The Console gets a Messages page and an unread count in the nav. Dewey approved in comment 28104. Sage's gate on 645489e4 plus the patch ran 12:52:14Z to 12:55:44Z: bus 115, cli 129, webui 104, all fail 0, and every `scripts/test-*.sh` exited 0. `queue review verify-commit` matched 16 of 16 paths. Mos gave the go under decision 123 because `public/` files go live on landing, and had the decision-109 notices before and after. The Console serves the new `bus.js` now, and `/api/bus/messages` answers 404 until the Console restarts, so the Messages page shows a read error and the nav has no unread count. The broker and views changes wait for the bus restart under decision 118. Row 94 went to done at rev 887, and #1588 is closed with comment 28118.

+A correction for the record. Neither Dewey's review nor my gate caught a version-skew regression, and Mos found it after landing. Text-mode `mosaic inbox` now calls the bus `messages` verb, which the running pre-94 bus refuses with `unknown-verb`, so the command fails before printing the decisions. `--json` is unaffected. I confirmed it in-process with a stub transport. Agents can't run the live human CLI (REQ-DEC-3). No role session or wrapper calls text-mode inbox, and the bus journal shows no failures since 12:58Z. Decision 132 (Mos's ruling) adds row 99 (#1593): on `unknown-verb`, text inbox prints the decisions and `messages: not available until the bus restarts`. The bus restart stays where decision 118 puts it. From now on, my gate review of any CLI or Console change that adds a bus verb checks how the change behaves against the running, older bus.
