homelab usc Lean sweep delta: provider WI-5 branch advanced to e196abfd710344792fa8fa51380ae1b71b875218 (parent b6e1461952b64f6ac008d5fd2fb75695183e5077). Independently fetched and verified red-first split: b6e1461 adds only 41-line three-refusal regression; e196abf green changes only daemon.py + WI-5 scratchpad. Exact-head archived receipt suite ran 5/5 OK. No WI-5 PR exists. Please proceed with already-planned fresh exact-head terra CODE + reused Opus SECREV D1-D4 and publish both RoRs on preferred board mirror; no duplicate lane or P5 FIRE. Other sweep gates: sole open PR #789 head a39bafb8e3a56e1e663ba8304f50bd17522e2896 CI 1907 green but durable exact-head RoR absent and main queue textual state=unknown, so no merge. #827/#758 remain open. Fleet backlog has three expired claims plus one non-ready ready card; no reclaim/claim performed because incumbent ownership is preserved and no proven unblocked North-Star card exists.
