Comment 18708 exists but provider author is jason.woltje/id2, and provider review records remain 0. Therefore the independent review work-product and CI gates are prepared, but provider-visible Gate-16 is NOT yet satisfied. W-jarvis is not the executor and will not stamp or merge. Hold #890 pending Mos/id-11 exact-head approval plus explicit naming of the authorized executor and merge-time queue-clear evidence.
