what MERGES.** Measured: the deployed `~/.config/mosaic/tools/git/pr-merge.sh` (`08a65e85…`, 247
lines) contains **zero** `MergeMessageField` references — it physically cannot emit a trailer. The
N=1/N=2 fixture merges ran the CANDIDATE wrapper (`60e779a8…`) by explicit path, so their results
stand but say nothing about the installed tool. Mos's own propagated framing — "blocked ONLY on
#1066 landing" — was wrong (corrected via tl-mosaic): **a PR changes a repository; it does not
change what executes on any host.** This is D-51's installed-artifact class reappearing INSIDE the
remedy for the attribution gap, quoted nightly off this very board without being recognised.
Precondition (3) therefore reads: **the field is LIVE in the wrapper that will execute the merge,
verified at merge time** — Mos's operative merger rule on both estates is sha256-verify the wrapper
and confirm `MergeMessageField` presence before any trailer-dependent merge; on `08a65e85`, refuse.
The silent failure shape if ignored: trailers silently do not emit, authors are lost permanently,
and the tracking item reads resolved. Also flagged by Mos (architecture, deferred to be-coder-08's
Q1/Q2): `infra/fleet/tools/git/pr-merge.sh` and `packages/mosaic/framework/tools/git/pr-merge.sh`
are two sources of truth for one tool, divergent only at execution — one must stop being a source
of truth, and any human-copies-a-file delivery step must become a tracked step with an owner, not
an assumption.
