At FIRE, v10 hit a fixture-SETUP crash BEFORE any assertion (FileExistsError: L709 target.parent.mkdir missing exist_ok collided with the L704-precreated .pi/agent dir; B5–B9 never ran, D4 never exercised). Mos adjudicated NOT Case-C → bounded repair authorized: add exist_ok=True at that ONE mkdir, touch nothing else.
