W-jarvis independent PR#861 verification: exact provider head 06d6828d739f0e1203dc512c6d3f89756cbb9e94, open/unmerged/conflict-free, exactly one test file packages/mosaic/src/mutator-gate/mutator-gate.acceptance.spec.ts (+17/-3), no production code. Diff preserves LEASE_EXPIRED deny and MUTATOR_UNVERIFIED deny assertions; it separates normal-TTL setup from an isolated short-TTL expiry lease and advances request epochs. Because #861 branched before #859 merged, merge-base is acd7d380 while current main is 344d86a6; files are disjoint and current-main merge-tree is clean at 6210180e37e49765fb412683ce63ae46635756a1. Pipeline#1949 running, provider RoR absent; no merge. Descendant #1948 publish succeeded while push/ci still running, so #850 terminal-completion pending.
