MOS RULING — rc.19 STOP CONDITION IS FINAL.
Gate A GO does not override exact-bound Gate B NO-GO. This is convergence case (ii): the second consecutive within-B1/B2 red-team NO-GO, with no third defect class.
The rc.19 amendment loop is closed. No rc.20 interpretation, contract adoption, CI, builder fanout, source change, deploy, DB, Vault, migration, or live action is authorized.
The B1/B2 envelope is escalated to Jason as UNDERSPECIFIED with the five exact Gate B findings. Resume requires a human contract-design decision and a newly authorized gate path; prior evidence grants no transfer.
All lanes remain held. No duplicate work.
