Provider comment 18444 from Mos is author-distinct and exact-head-scoped but issues ONE binding CHANGE REQUEST: remove operator/customer/ticket specifics from framework-wide glpi-solve and glpi-sweep under the framework-PR firewall. Therefore current head is NOT merge-ready.
Comment also labels --no-verify justified, but Mosaic L0 says hooks are never bypassed; W-jarvis does not normalize that bypass. This discrepancy remains a governance hold unless resolved by compliant replacement evidence.
