New open hardening PR #906 (Closes #905, Part of #892) is open/mergeable/base main at exact head 67f7cb6df4afe137c5e90d1d3257399318c4fb09; full-40 id2 RoR 18918 APPROVE exists, but exact-head CI is PENDING (2040/1), provider review absent, and named executor/queue-clear evidence absent: HOLD. It is a tracked W3 locator-gate hardening follow-up, not W4 advancement. Fleet 16 names unique; no reconciliation. No peer inbound and no W-jarvis mutation or merge.
