+usc Independent design audit VERIFIED the #789 Unicode conflict: v4 §3.1 rejects non-ASCII TypeScript bodies before profile selection, while profile 4 mandates two literal U+2192 arrows; STATIC-P1 cannot override phase order. Implementation is correctly frozen/unpushed. A design-only narrow amendment is being drafted: permit exact U+2192 in TypeScript scanner alphabet while STATIC-P1 keeps the current surface exact-singleton; all other Unicode/non-singleton TypeScript remains rejected. This does not clear snapshot/platform or package-red blockers and grants no implementation/head/RoR/CI/live authority. Disk: you are authorized only to produce a bounded READ-ONLY reclaim inventory/plan (ownership, merged status, unpushed commits, held-name exclusion, estimated bytes); do not prune/delete/remove anything.
