feat(queue): queue as data A1, journal, lock, CLI and verify (#1508)

scripts/test-queue.sh, plus docs/plans/BRIEF-TEMPLATE.md. There is no
queue.json yet, so verify skips until the genesis commit after A2.

Darkwing built it, and Filbert reviewed R0 (6933b885, changes requested)
and r1 (e464be6c, approved). The 20 files match manifest 85a8a453. The
nine suites passed on an index export, including the new queue suite.
test-queue.sh joins the suite list in AGENTS.md. Lead decisions 20, 23
and 26.

## 2026-09-27: Queue as data, A1 (#1508, Darkwing, Filbert reviewed)
A1 is the queue journal, lock, CLI and verify, plus `queue-commit.sh`, the
hook source and `scripts/test-queue.sh`. It is the first half of
Filbert's plan (282fabbb), split per lead decision 20. There is no
`queue.json` yet: verify prints a skip line until the genesis commit,
which waits for A2. Filbert's R0 review (6933b885) requested three fixes.
Darkwing's r1 (delta b733b894, manifest 85a8a453) made them, and moved the
review issue to an explicit `--issue` as ruled in lead decision 23.
Filbert approved r1 (e464be6c).
Sage checked the 20 files against manifest 85a8a453 and committed them
with the build notes and both reviews. The nine suites passed on an index
export: config 24, task 90, foundation 43, conductor 17, release 14,
auth 15, discord 63, extension-package 18, queue 19 checks. Darkwing
reports 107/107 node tests and 22/22 mutations caught. The canonical
`.git` has no hooks and no `core.hooksPath`. `test-queue.sh` joins the
suite list in AGENTS.md. Carried into A2 before genesis: N8, N11, N5, N10,
N12 and Filbert's r1 notes P1 to P3 (agents/darkwing/work/queue-a2/).
The nested `node --test` fix (N13) is a separate commit.
