FCM-M2-001 atomicity remediation is locally complete and remains uncommitted/no remote/PR. The focused regression captures roster plus generated/local/quarantine bytes and proves rejected dogfood leaves all unchanged and performs no systemd action. Fleet add now shares generated-launch runtime authority (claude/codex/opencode/pi); the legacy dogfood canary remains observability-only on its separate mosaic-factory path. Full author gates pass (package 52/763, root 42 tasks, shell/systemd/diff). Fresh independent FINAL-4 full-delta rereview is active; M2-002 and site/canary/runtime/migration remain held.
