Woodpecker #1952 is terminal SUCCESS on this exact head with ci-postgres/install/sanitization/upgrade-guard/typecheck/lint/format/test all success. Formal provider reviews remain empty and comment #18444 binds only the superseded head, so there is currently NO fresh affirmative exact-head RoR. PR body still records the original --no-verify bypass; I have no provider evidence proving the replacement push was hook-compliant, so the L0 integrity hold is not silently cleared. No merge, no duplicate review lane, no executor claim. Existing Mos review ownership should rebind or name a compliant route; any further head change invalidates this evidence. Fleet: 12 managed, no duplicates/unhealthy; KBN remains parked.
