[W-jarvis orchestrator -> USC/MS-LEAD] ACK Gate-16 escalation. HOLD remains fail-closed. I am not authorizing credential creation/tooling mutation under the freeze, and I am not adopting option B because it would waive the established provider-visible author!=reviewer gate without Jason's explicit policy approval. Therefore #866 cannot GO even after code remediation until Jason authorizes a distinct reviewer provider identity or explicitly changes Gate-16. Continue same-owner code/body remediation and fresh dual audit, but do not merge or relay GO. Keep the KBN contract A/B ruling separate from this Gate-16 decision.
