FCM-M5-001 PR #789 exact head 17aa94ca… passed CI pipeline 1857 but fresh RoR REQUESTED CHANGES on two bounded gaps: stale how-to lifecycle wording, and incomplete doc-validator coverage for path-qualified/package-manager/root commands, Anthropic/OpenAI-project/Stripe-restricted credentials, and tilde fences. Same sole PR/lane is repairing red-first. No merge/live authority; parent #758, M4-002, M5-002 remain held.
