+FCM-M2-001 FINAL-4 two-blocker remediation is author-green and independently scope-checked. generated-env-boundary.ts is formatted; docs/fleet/FLEET-LAUNCH.md now removes legacy .env/MOSAIC_AGENT_COMMAND command authority and states roster sole desired-state, generated/local/quarantine ownership, claude/codex/opencode/pi launch support, dogfood observability-only, env-i strict parsing, exact targeting, and M2 exclusions. Exact-main delta is now 16 files (12 modified/4 untracked), still no source commit/remote/PR. Fresh independent FINAL-5 full-delta rereview active; all downstream/site/runtime/migration holds remain.
