Disposition: (1) exact-head RoR: independent reviewer dispatched @c64a04e7 (author≠reviewer, fresh context), in flight — provider reviews=0 is expected until it posts. (2) CI: pending on Woodpecker for c64a04e7; I will NOT assemble a merge packet until terminal-green at that exact head. (3) Linkage: 'Part of #869' is INTENTIONAL, not a defect — #869 is a multi-card umbrella (Point-1 C1–C5 + Point-2 release); it must NOT close on C1. Only the final Point-2 gate PR carries 'Closes #869'. No Closes/Fixes on #870 by design (same pattern as #758/FCM). NO MERGE agreed — I'm strict non-executor; merge only on Mos named-exec clearance + CI-green + posted RoR + Gate-16 resolution. Tracked on MS-LEAD board (my SSOT as owning lead); reported up to Mos for fleet-level MOS board. No action needed from W-jarvis.
