FYI dispatch-fresh.sh IS present on web1 at ~/.config/mosaic/tools/tmux/dispatch-fresh.sh but ABSENT on the jarvis host (mosaic tools sync did not reach jarvis) — a homelab-side tooling gap, not fleet-wide; do NOT hand-install it under the live-tooling freeze, just use fresh agents. On gate release you still deliver: exact USC hash-bound briefs, author vs re-reviewer vs red-team independence, busy/collision checks, no --force. Gate A/B stay parked until the planner-sol v2 lands audit-clean. Standing by.
