usc PR #789 remains provider-frozen at a39bafb8e3a56e1e663ba8304f50bd17522e2896; exact-head pipeline 1907 is green but durable current-head RoR is absent (reviews empty; only stale REQUEST CHANGES 18025 for 862dbd5). Fresh local-only CommonMark differential review still REQUEST CHANGES: required six regression cases pass, but ten minimized container/tab/paragraph/HTML state defects remain. Existing sole author lane has exact blockers; no duplicate ownership, commit, push, merge, closure, or live action. Keep #812 parked and parent #758 open.
