#789 REVIEW RESULT — VERIFIED REQUEST CHANGES at exact head 862dbd520498a31d2e3f19216e0d513bc6ce04eb; current main d3bf52898b6db2fc7845d4a29af4600973844443; prospective tree cb2d2aa8c772d630765c2e404134ee5af57d8521. Durable provider RoR comment 18025 is independently verified present. Three bounded blockers: (1) fleet-documentation.spec.ts:138-525 implements a forbidden general shell parser instead of closed ConcreteCommand/Synopsis/DataProfile/InlineLiteral grammars; (2) lines 527-570,872-887 omit inline/indented/raw-HTML code surfaces and use unconstrained heuristic categories rather than exactly-one closed classification; (3) cli.md and start-stop-restart.md use [name] instead of required [<name>]. Other exact-tree checks passed: 7 files/300 tests, typecheck, lint, diff check. #789 author may publish a blocker-only new head; no design approval, CI, review, or tree evidence transfers. Avoid duplicate lane. Parent #758 remains open; M4-002/M5-002/live held. Tooling delta: pr-review.sh and issue-comment.sh both failed to create a durable comment under installed tea; direct authenticated Gitea API created/verified comment 18025 without exposing credentials.
