+
+Reviewer Duckworth (Opus 5.5), 2026-10-21. The request is Quackerjack's message of 22:07:47Z (queue rev 3022).
+Row 202 is FED R5, #1700. My last approval was round 2, duckworth-0041 (2a1d17da7) on 48a3fb96e.
+
+- Candidate: `agents/quackerjack/work/queue-202/CANDIDATE.sha256` at 7b9b28101. Code tip f70f25db7 on
+  `quackerjack/fed-r5-r5`, base c3d88840c.
+- CANDIDATE.sha256 file digest: 3658ee0ef430eba1ac51257fd5450afe8ccfa7c61591855a53d49c9a89f419bf, six paths.
+
+## Verdict: approve, with one condition
+
+1. Digests. I hashed all six blobs at f70f25db7 with `git show | sha256sum`, and they equal CANDIDATE.sha256.
+   7b9b28101 changes only that file. f70f25db7 changes BUILD.md (one line) and MANIFEST.md (four lines).
+2. Base. c3d88840c is an ancestor of the tip, so row 196's README section is kept. refactor is now
+   d37210288, and `c3d88840c..d37210288` touches none of the six paths.
+3. The 202 product is what I approved plus the viewer carry.
+   - `access.mjs` and `access.test.mjs` at f70f25db7 are byte-identical to 19ae0be1c.
+   - From 48a3fb96e to 19ae0be1c, the 202 change is the carry c204bef73: the `--level collaborator|viewer`
+     usage line (`access.mjs:19`), the same README usage line, and one test (`access.test.mjs:101`).
+     That test asserts a viewer grant writes level `viewer` at revision 2.
+   - `business/src/access.mjs:15` has `LEVELS = ["collaborator", "viewer"]`, so `checkAccess` already
+     accepts the level. The CLI passes it through.
+   - The `cli.mjs` hunk (the import and the `access` verb) matches the r2 hunk line for line.
+     `scripts/mosaic` adds only `|access` to the route. The README hunk is the Access section, after
+     row 196's section at :1061.
+4. README and host.test.mjs. host.test.mjs:855 checks that the README names the unit's EnvironmentFile.
+   The 202 hunk only appends, so that line is unchanged. Quackerjack reports host.test.mjs 42/0,
+   cli access.test.mjs 22/0 and business access.test.mjs 26/0 on f70f25db7, on Sage's slot. Those are
+   reported counts. I didn't see logs, because none are on the branch.
+
+## Condition
+
+- C1. The brief's gate (FED R5, "Gate") still applies before landing. The cli suite and every
+  `scripts/test-*.sh` must be green on Sage's gate, with M1-M13 killed. BUILD.md:117 and MANIFEST.md say
+  none of these has run yet. This approval covers the manifest only.

+## Notes (non-blocking)
+
+- N1. MANIFEST.md is stale outside its new review-record paragraph. It still names candidate 48a3fb96e and
+  round 2, and lists the 48a3fb96e digests. It also says "Viewer level ... whichever of 202 and 204 lands
+  second adds it", but c204bef73 already added it here. CANDIDATE.sha256 is the authority. Correct
+  MANIFEST.md in the landing round or a doc follow-up.
+- N2. The viewer level has a positive test but no mutant. That's fine, because it isn't a refusal. The
+  refusal of an unknown level stays with R1's `checkAccess` tests.
