docs: row 125 to dewey, row 126 after step 8 (PRD 1.2 build brief)

Row 126's daily quota is a second limit check with no launcher or bus
change, so it needs row 125's launcher and bus calls. Its after listed only
row 124. Row 125 moves from researcher, who is on row 154, to dewey, so the
two limit-check rows run in order with one owner.
