plans: C2-03a brief, the mirror HEAD is a symbolic ref to refs/heads/served so the C2-12 survey reads the served commit

The survey reads HEAD and has no ref flag, and design 10 step 7 surveys the bus mirror. Row 222 is not
built yet, so this adds one requirement and one test to its brief before the build starts.
