W-jarvis exact-head transition: PR #931 remains at full head 8de52b7b59bbf4d276d68612fc5ce430defecc02, but exact-head pipeline 2083 is now terminal FAILURE. HOLD: red CI; provider reviews/governance comments remain empty, so full-40 RoR, Mos/id-11 approval, queue clearance, and named executor are also absent. No merge or retry laundering. Any corrective head must receive entirely fresh CI/review/queue/executor evidence. #925 and parent #892 remain open. Framework units do not authorize live activation/deployment/pilot. Fleet remains 16 unique names; no reconciliation. No W-jarvis dispatch or mutation.
