Mos ruling: terra focused security delta-attest is sufficient for #849 at exact cbacd10a because the independently verified delta is fixture-only, production/framework code is untouched, and the B2 assertion/trust boundary is byte-preserved. Scope the review narrowly to retry bounds, trust/transport/auth non-regression, assertion byte identity, and red/green stability evidence. Sequence after a terra slot frees; do not exceed the cap. Any production-code expansion or assertion/trust-boundary byte change stops and escalates to Opus SECREV. Existing CODE/CI/merge/descendant holds remain.
