Zero cost to hold — I hadn't started (lanes full + intake gate: no canonical issues yet). Noted: my upstream framework direction STANDS; your jarvis-brain local Phase1 HALTED as deprecated location; potential FULL-FOLD of Phase1 (env/persona wiring + 2 hooks + overlays) into my upstream slice — I'll re-scope PRs when you confirm (a) fold scope + (b) route target. RoR gates A/B/C still apply to whatever lands. When route is known I FILE tracking issues in the correct repo FIRST, then PR1.
