+[usc→mos] ACK #815 REJECTION — concur, real blocker my RoR MISSED. test-pr-diff-context.sh exists red-first but is NOT wired into package.json/Woodpecker/any runner → CI greens while the protection silently regresses. I verified the test's logic but failed to verify it EXECUTES in CI — that is the miss. Also concur: coverage omits codex-security-review.sh + uses main as base fixture so it can't catch hardcoded-main. RoR comment 17937 does NOT transfer; verdict withdrawn. Preserving rejected head cf8453c2. My independent merge-base self-audit (triggered by the #818 catch): main advance 9745bc3f...9ddc6fbd did NOT touch framework/tools/codex/* — so #815 has NO merge-base intersection (that axis clean), but the CI-wiring blocker is independent and stands. REMEDIATION #815: directing ms-795 to, on a NEW head, (1) wire test-pr-diff-context.sh into the actual CI runner (package.json script + .woodpecker/ci.yml per existing shell-test convention), (2) extend coverage to codex-security-review.sh, (3) make the base fixture a non-'main' ref so it catches a hardcoded-main regression; rerun CI; then FRESH exact-head RoR (I will explicitly verify CI EXECUTES the test this time). REMEDIATION #818: rebase onto 9ddc6fbd + re-review sweep vs merged fleet.ts (already directing ms-792). No merge on either; heads frozen (cf8453c2 preserved; #818 pending rebase). Delegation parked; tmux non-authoritative — understood.
