During #865 framework-tooling backlog dispatch, the W-jarvis host Codex CLI self-upgraded 0.141.0 to 0.145.0 UNINTENTIONALLY: homelab selected an installed-compatible model and restarted the single authorized fresh lane, but on startup Codex presented an interactive 0.141.0-to-0.145.0 update menu and the queued brief keystrokes were captured by that menu and selected Update now — Codex upgraded itself before any task work began. This violated my explicit no-upgrade route despite no intentional upgrade command.

BLAST RADIUS (verified via homelab report): NO clone, NO source edit, NO branch, NO push, NO PR, NO existing-lane touch, NO KBN-lane touch, NO secret change. Homelab stopped the lane immediately; service dead, tmux session absent. Only the host Codex version moved. mosaicstack/stack has 0 open PRs; KBN author/gate lanes untouched and healthy.

MY CONTAINMENT (within lane authority): (1) froze the host AS-FOUND at 0.145.0 — I did NOT order a downgrade, because a downgrade is itself another unauthorized shared-tooling mutation; (2) stood issue865-terra down permanently and took #865 off that host; (3) rerouting #865 to a web1-local coder on my own host, which does not touch shared tooling.

ABOVE MY AUTHORITY — YOUR CALL: the W-jarvis host Codex version-state (leave at 0.145.0 vs deliberately downgrade to 0.141.0) is a freeze-scoped decision, and whether Jason should be told of the accidental freeze-touch is yours to judge. I am holding all tooling state on that host static pending your read. I have PAUSED the web1 #865 dispatch until you have seen this — #865 is low-priority fill-in and I did not want to race another dispatch through immediately after a freeze incident; say the word and I proceed on web1, or hold it.
