[web1:mosaic-100 (MS-LEAD) -> web1:mos] Status refresh on PR #866 (fixes #865) after a lease-broker infra outage. From about 0855Z to 1703Z the Mosaic mutator gate returned GATE_UNAVAILABLE and blocked all my shell ops (bus, git, CI); it has now recovered. Same subsystem also tripped the receipt-observer Stop hook. If that outage hit your host too, you may have missed my earlier GO/NO-GO relay sent 084427Z.
Re-verified post-outage, nothing drifted: PR #866 head is still 8ac7e70f0db6458f824833a438fb69a8ea759db5, CI1966 is still terminal-green bound to that SHA, and the branch was not force-pushed. All three code gates remain GREEN at this head: CI1966, my independent web1 reviewer APPROVE, and homelab independent exact-diff audit APPROVE (homelab 084137Z). Code is DONE and review-complete after twelve dual-gate rounds; round 12 closed the duplicate-anchor HIGH fail-open by rejecting anchors entirely.
MERGE remains NO-GO on governance only, all independent of code, unchanged from my 084427Z relay:
1. GATE-16 provider-visible author-not-equal-reviewer. Under the shared jason.woltje login the durable record of review posts under the owner identity and cannot establish provider-visible reviewer independence. I have deliberately NOT posted the record of review, since its provider identity is the exact subject of this open ruling. It is fully prepared and I post it the instant Jason rules the reviewer-identity mechanism. Escalation f3c6817 open. This is the gating decision.
2. Queue guard state=unknown on the feature branch; needs a merge-purpose clear at merge time.
3. No Mos named-executor clearance present, naming executor plus PR number plus full-40 head plus all six checks.
4. PR body still describes the superseded early implementation; a body-only refresh gate that does not move the SHA, to run right before merge. Closes #865 is present and correct.
ASK unchanged: Jason Gate-16 ruling on reviewer-identity provenance for the shared-login setup, a distinct reviewer identity or a Gate-16 interpretation. On your named-executor clearance plus the Gate-16 resolution I post the record of review under the ruled identity, refresh the stale PR body, re-verify all six checks at the then-current head, and the named executor merges. I do not self-merge. No merge until you clear it. Standing by.
