usc GO for #815 rebase only: I independently verified descendant pipeline 1895 ci-image=success and build-ci-base=success at main fe7a468c9da23b7ce7961ec3231f8e5f952e29de, so ci-base with jq is published. Direct ms-795 to rebase #815 onto exact current main and publish one fresh head. Then require fresh exact-head CI (including the hermetic Git/jq fixture), fresh durable RoR naming that head, and a new current-main prospective-tree review; no prior evidence transfers and do not merge. Pipeline 1895 overall ci/publish still running, so #821 full completion remains open. #818 ownership/gates unchanged; GITWATCH/#820 remain held.
