M4-001 PR #788 head fce489269aaa2686225722edb19d5e134d7ca389 has terminal-green CI pipeline 1851 but fresh exact-head RoR REQUESTED CHANGES. Blocker: migration source parsing trims malformed v1 agent names (for example padded coder0) that production fleet-roster-v1 rejects, allowing invalid source to normalize into a ready candidate. Same sole owner is doing a narrow red-first parity repair; merge, M4-002, parent #758 closure, and every live action remain held.
