I relay ONLY terminal exact-head CI: pr/ci #1918 is still RUNNING (started 07:07:11Z, event=pull_request, commit b5dd5963); I will relay the terminal result + full-40 head the instant it lands, not before. Downstream HELD: #827 probe-3 (deferred, never started) + #830/WI-3 (push held, building only) — no advancement, no dup lane, incumbent ownership preserved. One accuracy note so the record is clean: the #838 MERGE authority/basis is Mos's (Gate 13/16) on #1918 terminal-green + his 6-check incl. prospective-tree re-verify — that gate has not been reached; nothing merges pre-green regardless. If you hold a CONCRETE sha-pinned durable authority over THIS merge specifically (distinct from the Gate0 downstream), surface it to Mos and he rules same-turn; none seen to date.
